O Greenpeace divulgou nesta quinta-feira (6/3), durante conferência de imprensa em São Paulo, uma análise do Plano de Ação para Prevenção e Controle do Desmatamento na Amazônia Legal, do governo federal, em vigor desde 2004. O relatório, chamado “O leão acordou”, aponta algumas explicações sobre as possíveis causas da retomada do desmatamento, detectada no segundo semestre de 2007 – que, de acordo com o governo, pode ter chegado a 7 mil quilômetros quadrados.
Segundo o relatório da organização ambientalista, 70% das atividades previstas no Plano não aconteceram como o previsto: das 32 ações estratégicas, dez (31%) foram quase ou integralmente cumpridas, 11 (34%) foram parcialmente realizadas e 11 (34%) não foram cumpridas ou foram incipientes. Das dez atividades cumpridas, apenas três foram executadas nos prazos previstos. Para Marcelo Marquesini, engenheiro florestal da campanha da Amazônia do Greenpeace e coordenador do documento, o baixo índice de execução das atividades previstas no plano é reflexo da falta de coordenação política e executiva por parte da Casa Civil, que não possibilitou que os ministérios participantes se integrassem para combater o desmatamento ou internalizassem o tema em suas rotinas de trabalho.
Para o Greenpeace, fatores econômicos externos ao Plano, como o aumento do preço de commodities agrícolas e de carne bovina também têm influência direta na balança do desmatamento. No entanto, embora o preço da principal dessas commodities – a soja – tenha aumentado mais de 70% nos últimos 12 meses, há uma moratória em vigor, pela qual as grandes traders da soja – que compram a produção e em geral financiam o plantio – se comprometeram em 2006 a não comercializar grãos vindo de desmatamentos recentes.
Para o Greenpeace, o fortalecimento do sistema de monitoramento e controle – por parte do Ibama, órgãos estaduais de meio ambiente e polícias – é central para o fortalecimento da governança na Amazônia. A ONG ressalta, ainda, que é preciso mudar a política de incentivos financeiros, historicamente canalizada para atividades predatórias como a pecuária e agricultura de larga escala, e passar a investir em mecanismos econômicos que valorizem a floresta em pé, conforme descrição no “Pacto pela Valorização da Floresta e pelo Fim do Desmatamento”, apresentado pelo Greenpeace, IPAM, ISA e outras organizações em 2007.
